The Miamian then published the deck itself as a downloadable PDF, which is why there is so much detail below. The document is a 19-page deck titled GTA VI x MDC, Vice City, submitted by Miami-Dade County to Rockstar Games on June 29, 2026. Worth being precise on who approached whom, because several outlets got it backwards. Axios reported, citing mayoral spokesperson Carlos Suarez, that Rockstar reached out to Miami-Dade about a possible marketing campaign, and the county responded by proposing concepts. The deck is the county's answer to Rockstar, not an unsolicited pitch.

What the county actually offered
Far more than the headlines suggest. From the deck: At Miami International Airport, a display aircraft wrapped in Vice City branding as the centrepiece, plus themed luggage carts, limited-edition luggage tags and customised baggage carousels. On the Metromover, wrapped cars and named stations: Stephen P. Clark Government Center, Brickell and Bayfront Park. At PortMiami, the Terminal J cargo side specifically. Around Downtown Miami and Brickell, custom manhole covers. And Rickenbacker Beach, a whole proposed location that most coverage left out entirely, with a photo frame, a sculpture or a shaded overlook. The part nobody is leading with: what Miami-Dade gets
Buried in the deck is the county's actual answer to the obvious question, and it is the most interesting thing in the document. Miami-Dade suggested Rockstar could fund permanent public installations around the county: covered bus shelters, shaded seating, water bottle refill stations at Rickenbacker Beach, and public art. That reframes the whole thing. The argument is not that Vice City branding is fun, it is that a game publisher pays for bus shelters and shade in a city where both are in short supply. Whether that is a good trade is a real debate. It is a different debate from the one being had in public.

The sheriff's objection
Sheriff Rosie Cordero-Stutz came out against it publicly, on the grounds that the franchise is built around criminal activity and that county branding should not carry it. The motive nobody mentions
Commissioner Juan Carlos Bermudez also opposed it, and his 2028 ambitions have been noted widely. There is a nearer motive that has been noted much less. The Miami Herald reported that the sheriff's opposition coincided with competing County Commission votes on Sheriff's Office funding in the 2027 budget. Cordero-Stutz was seeking a 12% tax-funding increase; Levine Cava proposed 6%. That does not make the objection insincere. It does mean a public fight with the mayor had a budget running underneath it at the same moment, and reporting the branding argument without the funding argument tells half the story. For completeness: Bermudez is a Republican, and so is Cordero-Stutz. Several write-ups noted the first and not the second.

Rockstar has not commented publicly on the pitch. The county has not said the proposal is dead. No agreement has been announced, and the deck's own feasibility caveat means nothing in it is committed. No dollar figure has been reported by anyone, for the marketing campaign or for the permanent installations. Whether Rockstar has responded to the deck at all since June 29. Whether the county needs a Commission vote to proceed, and whether the sheriff or the commissioner could actually block it. Whether any of the proposed locations were ever seriously scoped, given the deck's own note that everything requires further feasibility analysis.
